How can we obtain the 137 number?
First, a letter should be sent to the County Telecommunications Manager stating:
“According to Article 4-5 of Regulation No. 113 of the Communications Regulatory Authority, dated 23/3/1390 (Solar Hijri), please issue instructions to define the 137 service code free of charge for public use in [County Name] and ensure that calls are connected to the following municipal phone numbers.”
It should be noted that the 137 number is considered an emergency service code and, according to Articles 1-4 and 4-5, must be assigned free of charge and routed to the designated municipal lines.
What if telecommunications charges a lot for maintaining or activating the 137 number?
According to Article 1-4, the national emergency service code (e.g., 13x, 12x, 11x) is a three-digit number accessible unilaterally through the country’s communication network.
The 137 line is classified as an emergency service due to essential citizen needs (e.g., flood reporting). The prefix “13” indicates that it is a recognized national emergency service.
Additional notes:
- Article 5-4: Annual allocation and usage fees for national emergency service codes, except as mentioned in Article 12-6, are free.
- Article 6-12: The subscriber (municipality) must cover costs to establish their response center and connect it to the national communication network.
In practice, municipalities must purchase a standard telephone line for the response center. Telecommunications is required to define the 137 number and route calls to the lines designated by the municipality.

What if the telecom company refuses to cooperate despite the regulation?
A complaint letter should be sent to the Communications Regulatory Authority in Tehran, stating that despite the approvals of Regulation 113, the county telecom refuses to define the service code or has charged a fee that should be refunded.
